How can I change my drivers license without my birth certificate?

I have moved to a new state and I am having a hard time finding my birth certificate. How can I change my drivers license without my birth certificate?
If you have a valid license from your former state, that is generally all you need.
In most states a passport is sufficient proof of your birthday if you don't have a birth certificate but you must have at least one government issued proof of your birthday. There's no state I know of that still accepts only your old drivers license. It's partly to catch illegals and partly to make it difficult for someone to steal your identity Besides proof of your birthday you will also need proof of your social security number, either the card itself, a paystub, or a W-2.How can I change my drivers license without my birth certificate?
