How accurate is the time of birth in the birth certificate?

My birth certificate said I was born at 9:29 AM, which would make me a late Virgo rising at 23 degrees.

How accurate do you think it is? I heard that sometimes the time could be off by a minute or even 5 minutes.

But since my time of birth wasn't rounded off, I'm guessing it's really accurate then? How accurate is the time of birth in the birth certificate?
You'll never know. It is possible that it is very accurate (within a minute) If the clock in the delivery room was accurate and someone was paying attention to the clock and that someone had clear handwriting, and if the person marking it on the hospital birth certificate copied accurately and if it was transmitted to the board of health accurately, if that is the birth certificate you are using. On the other hand, if the clock was off, and/or someone wasn't paying attention etc etc etc it could be way off.

A famous astrologer wanted to have an accurate chart for his granddaughter. He set up everything and was even present at the birth. If ever there was an accurately timed birth this was it. The birth certificate came back ten minutes off. On the other hand I know a ob/gyn nurse who has been present at hundreds of births, and she told me her hospital was really particular about birth times and they had strict orders to pay attention and get it right. Then there are fiascoes like the one that occurred in Pennsylvania years ago. Some bright light decided that all birth times had to be recorded in standard time rather than daylight savings time when that was in effect. This would have been fine except some hospitals followed the instruction and some didn't and they only followed it sometimes. So people born in PA particularly in Philadelphia could have their charts an hour off. I think this explains why Wilt Chamberlain was reported as a Taurus rising when Gemini makes much more sense. Ever seen a 7 foot tall Taurus rising? Me either.

The odds are that yours is about as accurate as anyone's. If someone took the trouble to note the difference between 9:29 and 9:30 on the clock is a good indication they were at least trying to be conscientious. Stick with it.

Unless a sign change is possible if the birth time is slightly off, it is likely that it won't make much difference for a natal reading. Where it gets trickier is timing predictions. Then a couple of minutes could result in prediction timing to be off by months or years.
