How can a person get a birth certificate if lost and born out of country?

My brother was born in 1989 in Germany, when our dad was stationed in Lahr. Both of our parents are Canadian citizens. He needs to get his social insurance #, but can't because he has lost his birth certificate. I am not sure if he is still legally a German citizen or has been made a canadian citizen since.How can a person get a birth certificate if lost and born out of country?

You, or he, may apply to the Births, Death's and Marriages Registrar of the country of his birth. There will be a fee. They will search for, and send the certificate to him. You may find the address on the net for BD and M. There will always be a birth certificate in the country of birth regardless of where someone moved to afterwards. It is the law.
