You are supposed to get your birth certificate back.
Make a new request for it and hope it's not lost in administrative routines. If you'r in emergency needs for a birthj certificate you can get a replacement birth certificate online.

Your documents are returned separately. If you do not have your birth certificate contact the passport agency they may be able to put a trace on it.
Ask for it. You should not have given them an original birth certificate; you should have provided a copy. You can order a new one from the archives where you were born.
