What is the fastest and most reliable way to get a birth certificate in NYC?

I have to go back to another country soon after I give birth to my child. Do I need to get the passport before I get the birth certificate?


I know there are several ways to obtain the birth certificate: by mail or in person. Where would I go in person to receive the certificate?
