Is a Canadian birth certificate enough to be considered identification for a minor needing passport?

The minor is 13, and her parents are divorced. The one parent lives in Canada and is only able to use their birth certificate as a form of ID. Is that enough proof or do they need more to prove their identity?


Also, can a expired consent form (signed and sealed) be used as id if it is under a year old?|||http://www.ppt.gc.ca/form/pdfs/pptc155.pdf|||A minor under 15 can be included on their parent's passport. They don't need an independent passport.
