How to get social security and birth certificate?

I was a state kid and when I aged out the state had lost my birth certificate and social. They claim they gave it to my younger sister which they didn't. Now I'm 21 and I can't renew my ID or my license how do I go about obtaining a copy of my birth certificate or my social if you need two forms of ID?How to get social security and birth certificate?
