You are NOT allowed to have the original. You can only have a copy. The original is kept by the city, state, county, province, whatever NOT an individual. You can get a certified copy from the state, city, etc. at any age.

A minor should be able to buy their own copy. Not sure though. Why not? You have to have ID so you may need your parents anyway.
