How to go about getting a new birth certificate without id?

I just turned 18 this past year and I plan to move to another city near by with a friend. My father wont allow it and he refuses to give me my old birth certificate and my mother passed away when I was 10.I don't have a driver's license/permit and I know that I'll be needing my certificate at one point. How should I go about getting a new birth certificate and can I being only 18?|||You can start by inquiring at the hospital where you were born to see if they'll help you. If not, you may have to actually go to the sheriff and ask him to intervene with your father on your behalf. Seriously.
